As its name suggests, the ring of polymorph control is a ring that grants polymorph control when worn. See that article for strategy advice.
If you find a ring and test its price and BUC status, the chance of a ring of polymorph control is given in the following table. You can rule out teleport control by walking on a teleportation trap and conflict by wearing it in sight of monsters.
