Sigil of control is a SLASH'EM technique. When you fire off a spell or zap a wand that has the ability to bounce of walls, using this technique will most of the time let you specify the direction of the bounce.
When this technique is used with the sigil of tempest, you will be able to control the explosion as if you cast fireball or cone of cold at skilled level or above in vanilla NetHack.
