Atonal instruments cannot be used to play the passtune. When you apply an atonal instrument, you do not get a "Improvise? (yn)" prompt.
Atonal instruments in NetHack 3.4.3 are:
Mundane bells are primarily used to wake up monsters, while leather drums can additionally be used to scare monsters. In addition, they can be used to enable Elbereth squares.
In NetHack, whistles are not instruments.
