How do you make an article the featured article? Or nominate it as the featured article?

- Here's an overview: Featured_articles - there can only be 12 featured articles in the monthly rotation, but articles can have the "featured" status even if they're not in the rotation provided they meet all the required criteria (no spelling errors, no red links etc.).
