Lightning occurs in NetHack in several places:

Lightning attacks cause major damage, unless you have shock resistance. Your rings and wands may explode, and you will be blinded.

Divine wrath is different in that it will cause Instadeath rather than a finite number of damage unless one is resistant.

A large number of attacks lie along a scale between lightning and shock.

Mjollnir deals lightning damage, and will usually destroy wands and rings in the targets possession. The target is not blinded. Shocking Spheres, Energy Vortexes, Electric eels and some traps on chests are explicitly electrical. These have a low probability of destroying wands and rings. Grid bugs use a zap attack causing upto 1 point of shock damage.
