Forum:3.6.7- using bull whip to pick things up

According to the wiki, my character (with expert whip skip and high luck) should be able to do so from under water.
Tried to do so multiple times when walking on water (boot) and levitating (ring). All that happened was it kept
hitting its foot and losing HPs. What did I get wrong?
