Does wetting makes an **uncursed** blank scroll regardless previous BUC?
No it doesn't; it will make a scroll of whatever the BUC status of the unwetted scroll was. Diluting potions, however, will always produce uncursed potions of water (except for dipping in fountains, which always has a 1/30 chance of cursing the item outright, but that's a corner case)
