The Ring of Adornment increases charisma. Apparently can be optained by zapping a Ring of Aggravate Monster.
An interesting note of trivia is that in the original Rogue, a ring of adornment was usually cursed as it did nothing but take up ring space and cause hunger. In NetHack, it is a more useful item.
