Hm, interesting.  It appears that the phrase is typically spelled "Fiat justitia ruat caelum"; however, "coelum" is used for the Rod of Seven Parts in DnD.  Wikipedia lists the phrase as "Fiat justitia, ruat cœlum/coelum/cælum/caelum (spellings)", and Wiktionary lists coelum as "medieval spelling of caelum ‎(“sky, heaven”)".
