A lot of isolated places host user discussion on NetHack. Let's connect them a bit. Likely I missed some places, given the fragmentation. Please add anything missing.
- This wiki. The largest and most authoritative place, lots of information. The talk pages host a lot of discussion. http://nethackwiki.com
- IRC chat: very active #nethack, wiki stuff on #nethackwiki, both on Freenode.
- RGRN is the place to debate minutiae with veteran players. It's alive and kicking, just ignore the spam. http://groups.google.com/group/rec.games.roguelike.nethack/topics
- Forum here.
- GameFaqs -- a socializing forum. http://gamefaqs.com/boards/582497-nethack
- Stackexchange -- questions and answer format. http://gaming.stackexchange.com/questions/tagged/nethack

- Reddit -- a Slashdot for NetHack, but much smaller. http://www.reddit.com/r/nethack/
- Metafilter. Low volume, broad topics, high quality. http://www.metafilter.com/tags/nethack
- NAO forums. Very low activity. http://alt.org/nethack/forum/
- Individual threads on lots of "neighboring" forums: all major roguelikes, somethingawful.com, forum.rpg.net, shrinemaiden.org, ...
- Comments to the excellent @Play column about roguelikes in general. http://www.gamesetwatch.com/column_at_play/
- Facebook has several large groups.
