for some reason, it has a * symbol that says i need to be more experianced to raise it, but that doesn't happen with my other skills

I imagine this is because you have a finite amount of skill points based on character level, and even though you are qualified to raise it, you are either too low level, or have spent too many points in other skills already. Also, higher levels of proficiency cost more skill points to advance.
