The spellbook of identify takes longer to read than other level 3 spells, but is no more difficult[1]. Some characters with good intelligence and wisdom and a high level will be able to read a spellbook of identify, thus allowing them to use the spell of identify and remove the need for collecting scrolls of identify.
Casting this spell at will identify all of your inventory 20% of the time and the other 80% of the time will identify 1 to 4 items. Skill does not matter for the effect of identify (but may effect your chance of casting it). This is very similar to (but not exactly the same as) a blessed scroll of identify.[2]
