I'm unsure what the special behavior is regarding woodchucks. I just checked both the fiqhack and nethack code and can't find anything.

I added that fiqhack source link. :). It just covers the grudging between the oracle and woodchucks that was added in fiqhack. The other comments on this page reference a special behavior which already existed in nethack - that's the thing I can't find.
