The rules for wishing for artifacts in dNetHack differ from vanilla NetHack. Rather than counting the number of artifacts that already exist, the player starts with one artifact wish available and gains the ability to wish for another artifact based on 2 events. Gifts or named artifacts have no direct effects on your artifact wish abilities.

The player must still use a wish like normal, such as with a magic lamp.

Each event allows the player to wish for one more artifact.

The Star-Emperor's Ring is an artifact ring of wishes that always starts with two charges. Once when making a wish with the Star-Emperor's Ring, the player may make an additional artifact wish that does not count towards the normal limit. This extra artifact wish cannot be used via a different wish source, and conversely the Star-Emperor's Ring cannot use normal artifact wishes (so you can only ever make one artifact wish with its two wishes).

Wishing for artifacts does impact your likelihood of being gifted an artifact by your god when sacrificing.
