Allows you to learn the haste self spell. This spell temporarily makes you very fast (like speed boots), which can be immensely useful, especially for characters without intrinsic speed.
Stragey
Most people will prefer speed boots once they have found those. However, if you need both the speed boost and jumping, you can get one from the spell and the other from boots. See those pages for details and Astral_plane for a discussion of the relative merits of either combination.
