The spellbook of lightning, from GruntHack and SLASH'EM, teaches the lightning spell, largely identical to the wand of lightning except dealing (xplev/2+1)d6 damage to non-shock-resistant targets instead of the 6d6 of the wand.
It can be reflected, but magic resistance doesn't stop it.
