Rapiers are not randomly generated in SLASH'EM. A player monster rogue in the halls of Grund's Stronghold will always generate with a +1 rapier.
Comments in the source code indicate that a rapier was intended to be the base item for an artifact weapon named Scalpel, which was carried over from SLASH 6.[1][2]
