On NetHackWiki, a conical hat refers to the unidentified appearance of a few different helms:

• The cornuthaum, which has a base cost of 80zm
• The dunce cap, which has a base cost of 1zm
• The gnomish pointy hat, which appears in dNetHack, notdNetHack and notnotdNetHack

You couldn't escape the pointy hat, though. There was nothing magical about a pointy hat except that it said that the woman underneath it was a witch. People paid attention to a pointy hat.
