Bloodletter can be safely enchanted to +10 and is also an insight weapon, gaining extra bonus damage when used by Madpeople.
Invoking Bloodletter "activates" the artifact, dealing damage to the character equal to 1⁄5 of their maximum health and coating it in blood for 20 + 2d10 turns: while coated in blood, Bloodletter grants a flat damage bonus equal to the monster level of a target that it hits; hitting a monster with blood reduces the timer from anywhere between ML⁄10 to (ML⁄10) - 4 turns, and time cannot be added.
