In NetHack, the apostrophe (') serves the following purposes:

Historical uses

In Hack 1.21, which is based on of Jay Fenlason's Hack, the ghost uses the ' glyph; in Hack for PDP-11, the glyph is given to the lurker above. Hack 1.0 moves the lurker above to the tilde glyph, ~, and Hack 1.0.1 moves it back to ', where it remains from this version to NetHack 2.3e.

In NetHack 3.0.0, the golems are introduced and given the ' glyph, and the lurker above is moved to the t glyph with the trapper.
